President Cyril Ramaphosa held what was described as a “very productive call” with US President Donald Trump on Thursday despite SA’s criticism of Trump’s stance on the World Health Organisation.
The presidency said the two leaders discussed the impact of Covid-19 on their two countries in a call which began at 3.30pm.
“President Ramaphosa has passed his condolences to the government and people of the US on the devastation the virus has wrought in that country,” Ramaphosa’s spokesperson Khusela Diko said.
Trump pledged to send “thousands” of ventilators and other equipment to SA. The details of which are yet to be finalised.
“President Trump has pledged his support to SA and Africa in general in the fight against the coronavirus,” Diko said.
The ‘elephant in the room’ — Trump’s decision to withhold support from the WHO — was not discussed in the meeting.
On Saturday, health minister Zweli Mkhize slammed Trump’s cutting of funding to the WHO.
He said it was an effort to “turn us against each other”.
In his daily briefing on Wednesday, Trump told American reporters that he has been speaking to “lot’s of leaders” and pledging US support.
Trump however has been criticised for failing to take accountability for the spread of Covid-19 in the US where New York has become the epicentre of the outbreak.
The WHO this week commended SA’s efforts in dealing with the coronavirus.

Five critical lockdown changes Cyril Ramaphosa may address on Tonight
By: illovuonline news team

All eyes will be on President Cyril Ramaphosa on Thursday night.
Millions of South Africans will tune in to watch president Cyril Ramaphosa address the nation on Thursday night, with clearer answers on the national lockdown and conditions around relaxation of some regulations expected.
A draft proposal explaining a five-stage “alert-system” to ease lockdown regulations that was presented to cabinet on Monday has been leaked. Presidency spokesperson Khusela Diko confirmed the authenticity of the document but said it was “outdated” and had been prepared as “early input into the development of risk-adjusted approach to resuming economic activity”.
A leaked document on the lockdown lends credence to the stark reality that crippling restrictions are going nowhere.
The plan outlines five levels of so-called eased lockdown, ranging from severe to lax.
Though the document is a draft, it does offer insight into key issues Ramaphosa may address.
Here are five critical topics from the draft proposal:
Different lockdown level based on risk
The document outlines the alert level at a provincial level, which will be based on the number of cases in that province. Premiers, in conjunction with the health minister, will determine these alert levels for specific districts within the province. This will allow some economic activity while curbing the spread of the coronavirus in hard-hit areas.
What about booze?
The sale of alcohol will be allowed under level three (moderate virus spread and moderate health-system readiness) and lower, but will be sold within restricted hours.
Restaurant out, takeout in
The document proposes that under level three, some restrictions can be eased such as takeaway food outlets, clothing stores and limited domestic rail and air travel and some government services. At the same time, the document suggests that some sectors remain closed, no matter the level of alert. This includes restaurants, shebeens and entertainment venues, like cinemas.
Sport on hold
The draft proposal considered by cabinet also suggested curtailing sporting events and religious and cultural gatherings.
Over 60? You’ll be asked to work from home
Earlier this month Prof Salim Abdool Karim, the government’s Covid-19 ministerial advisory committee chairperson, said the possibility of a partial lockdown for the elderly, needed to be considered. The proposal put forward to cabinet suggests workers 60 and older adopt a work from home strategy. It also proposes that companies put these workers on leave with full pay if they cannot work from home.

– Mzansi peeps have taken to social media to vent their frustrations at DStv, saying they are tired of paying for expensive packages while they are busy playing repeat shows.
Mzansi peeps are tired of watching repeat shows and paying for channels they do not watch on DStv. They’ve taken to social media to vent their frustrations at the Digital Satellite Television, otherwise known as DStv, which provides them with multiple channels and services at a monthly fee.
The #DStvMustfall has been trending on social media since Thursday morning. Their viewers have complained that they pay too much to watch the same shows “as old as 2015″.
Some are calling for a DStv package that will allow them to select their own channels.
Some of the comments:
.” @Gomolemo_17 said: “To be honest DStv should just have a package where we can select our own channels, now we’re paying for channels we don’t even know exist. What the hell is ‘Kyk Net’?”
@ZamakonkeK wrote: “DStv must grant us the right of choosing our favourite channels, those who pay R100 can’t view channel 161, who told them they don’t want it?”
@DlomoLumka wrote: “DStv will make you watch a movie so many times you could write the script and direct the movie yourself.”
@mushroom_tsolo said: “I have been using DStv for more than 4 years and when we raise concerns this is what they do, block us instead of addressing us like their loyal customers, they must fall.”
@BuddhaKing325 wrote: “Omnibus of reality shows, like really?”
@MrobanaM added: “We’re paying for two channels 161 and 157, other channels are useless.”

Nurses’ union Denosa claims five workers at Addington Hospital ‘tested positive’
By: illovuonline news team

Nurses’ union Denosa says health-care workers have tested positive for Covid-19 at Durban’s Addington Hospital.
Health workers at Durban’s Addington Hospital have tested positive for Covid-19, the Democratic Nursing Union of SA (Denosa) said on Thursday.
The hospital has been identified as a state facility for the treatment of patients with Covid-19.
Mandla Shabangu, Denosa provincial secretary, said that five health workers had tested positive at the hospital.
Shabangu said they were investigating allegations that the transmission was linked to a nurse at the hospital whose partner worked at a private hospital.
“The people affected at Addington work in the theatre, among them are nurses. The report we have is that the person who first tested positive contracted it from her partner who was moonlighting at a private hospital,” said Shabangu.
“Addington Hospital is not closed. The theatre is closed because the positive cases were there. This did not happen in the ward where other patients with Covid-19 are being nursed,” he said.
Shabangu added: “For now I don’t have all the finer details. There is only one case I can confirm is being treated in the hospital. I understand that the others are in self-isolation.”
Spokesperson for the KwaZulu-Natal department of health Ntokozo Maphisa would not comment specifically on the Addington situation.
Maphisa said: “The department has put in place stringent clinical guidelines and protocols from the World Health Organisation that must be followed in providing treatment to patients affected by Covid-19, which also extend to how to avoid getting infected.
“In cases where health-care workers may be infected, government is obliged to provide the necessary care and treatment.”
Mapping and tracing of their contacts is also conducted so that they, too, can be screened and tested, alongside the patients, to curb the further spread of the virus.
“Furthermore, the affected section of the hospital may be closed, to allow for decontamination as part of the infection and prevention and control process. The above is normal procedure that applies to health-care workers and facilities across the board, including at Addington Hospital.”

Finance minister Tito Mboweni will make an announcement on Friday on the Covid-19 relief financing, as well as any possible approach for funding from international finance institutions.
Many questions have been raised about how the government will finance the R500bn stimulus package announced by President Cyril Ramaphosa earlier this week, and the minister is expected to address these.
This was revealed on Thursday by Treasury deputy director-general Ismail Momoniat during a briefing to parliament’s two finance committees on draft bills providing for the initial tax relief announced by Mboweni at the end of March.
“The minister is going to be making an announcement tomorrow which is meant to be a more comprehensive response which will look at all the issues — the tax issues, the funding issues for the R500bn and some of the spending proposals, like on grants, how they will operate and for how long and so on.
Ramaphosa wants 73,000 more soldiers on SA streets, costing R4.59bn
President Cyril Ramaphosa is reportedly set to deploy over 73,000 more soldiers onto SA’s streets, at a cost of R4.59bn.
“He will also deal with funding from the IMF [International Monetary Fund], the World Bank and the New Development Bank and what the conditionalities if any there are and so on.”
Along with the minister’s announcement, the Treasury will also provide supporting documents, Momoniat said.
DA finance spokesperson Geordin Hill-Lewis objected to Mboweni making a public announcement, saying that he should make a presentation to parliament first.

What the new reality for South Africans post-lockdown could look like, according to draft input
By: illovuonline news team
23-04-2020
Image: source
As the government seeks to relax some of the rules governing the nationwide lockdown, access to sit-in restaurants, bars and sporting events would likely remain restricted, according to a leaked, draft discussion document prepared by the Presidency.
Confirming the validity of the draft document, Presidency spokesperson Khusela Diko said it was prepared as an early input into the development of a “risk-adjusted approach” to resuming economic activity.
She added it had changed substantially and would therefore caution anyone on relying on it for accurate information.
The risk-adjusted approach is being finalised and will be elaborated on by President Cyril Ramaphosa on Thursday evening.
A small group of women in Mfuleni, Cape Town have come together to sew cloth masks to protect everyday South Africans from the spread of Covid-19. This after their factory, that normally makes school uniforms, was closed due to the national lockdown.
As the draft input shows, however, the president will have to walk the tightrope between “lives” and “livelihoods”.
According to the draft recommendations, the public in South Africa would have restricted access to the following sectors for the next phase:
– Sit-in restaurants and hotels.
– Bars and shebeens.
– Conference and convention centres.
– Entertainment venues, including cinemas, theatres, and concerts.
– Sporting events.
– Religious, cultural and social gatherings.
Passengers on all modes of transportation must wear a cloth mask to be allowed entry into the vehicle. Hand sanitisers must be made available, and all passengers must sanitise their hands before entering.
Public transportation vehicles must be sanitised on a daily basis.
‘Alert levels’
A proposed system of five “alert levels” will categorise business sectors into different risk categories.
To make the determination of which sectors should be allowed to resume activity at each level of alert, three criteria should be considered:
– Risk of transmission (including the ease of implementing mitigation measures).
– Expected impact on the sector of the continued lockdown (including prior vulnerability).
– Value of the sector to the economy (e.g. contribution to GDP, multiplier effects, export earnings).
Under the proposed five “alert levels”, certain commodities and services will be available or still unavailable depending on the severity of the “alert level”.
Your workplace
With regards to the workplace, the draft document makes the following recommendations:
– Industries are encouraged to adopt a work-from-home strategy where possible, and all staff who can work remotely must be allowed to do so.
– Workers above the age of 60 as well as those with co-morbidities identified by the Department of Health should be offered a work-from-home option or allowed to remain on leave with full pay.
– There should be workplace protocols in place that would include disease surveillance and prevention of the spread of infection.
– All employers to screen staff on a daily basis for symptoms of Covid-19, including a symptom check as well as a temperature assessment.
– All employees to use a cloth mask especially where social distancing is not possible.
– Work environment to have sanitisers available or hand-washing facilities with soap.
– Stringent social distancing measures should be implemented in the workplace.
The Department of Health will issue a comprehensive guidance note stipulating health and safety practices for returning to work. The proposed new rules include this regulation: “No gatherings of more than 10 people outside of a workplace will be permitted.”
This would suggest the strict stay-at-home ban may be lifted – if physical distancing is practiced.
But it is not yet known if this will apply to general freedom of movement in public, or activities such as outdoor exercises.
Owners and managers
Owners and managers of all businesses, across the entire economy, would need to ensure the following are in place:
– In addition to generally applicable health and safety protocols, each sector must agree upon a Covid-19 prevention and mitigation plan with the employment and labour minister, health minister and any other minister relevant to the sector.
– Individual businesses or workplaces must have Covid-19 risk assessments and plans in place, and must conduct worker education on Covid-19 and protection measures.
– Identification and protection of vulnerable employees, safe transport of employees, screening of employees on entering the workplace and prevention of viral spread in the workplace.
– Cleaning of surfaces and shared equipment, good ventilation, managing sick employees.
– Monitoring systems must be in place to (1) ensure compliance with safety protocols and (2) identify infections among employees.
While the above has not been released in a final format, it gives the country an indication of what may lie ahead for the foreseeable future.
Ramaphosa will release the final plans of South Africa’s “new normal” on Thursday evening.

Security and public officials arrested during lockdown
By: illovuonline news team

Police minister Bheki Cele said on Wednesday that 89 police officers have been arrested since the start of lockdown.
At least 131 police officers, security members and government officials — specifically councillors — have been arrested for Covid-19-related lockdown crimes over the past month.
Police minister Bheki Cele said 89 police officers formed part of the overall figure.
“One of the challenges we have faced during the lockdown has been dealing with pockets of criminality and having to arrest members of the security forces, government officials and some public office bearers, specifically councillors.”
Cele was briefing the media during a visit to Durban on Wednesday to assess adherence of the Covid-19 lockdown regulations in the province.
He said councillors, health officials and department of correctional service members were among the government officials arrested.
The police minister said among the 89 officers arrested were two sergeants from Katlehong in Gauteng who were arrested after allegedly demanding a R12,000 bribe from a businessman who had contravened the lockdown regulations on Monday.
Cele said the members promised the businessman that they would destroy the docket if he paid them.
He said members arrested faced a variety of charges relating to the prohibition of the selling of liquor during the lockdown.
“Some were caught drinking; some for buying and selling liquor; some for corruption and defeating the ends of justice; some for organising gatherings in contravention of the regulations; some even going as far as allegedly staging break-ins in the Western Cape just to go and steal alcohol from closed liquor outlets.”
He added that no-one would escape the law.
