Cigarette sales will be permitted when the lockdown is partially eased from May 1.
This is one of the looming changes announced by President Cyril Ramaphosa when he addressed the nation on Thursday night about government’s plan to impose various levels of lockdown to tackle the coronavirus pandemic and restart the economy.
Alcohol sales, however, will not be permitted.
Bars and shebeens will also remain closed.
The liquor and cigarette industries had threatened legal challenges to overturn the prohibitions, implemented at the start of the lockdown on April 27, citing the loss of its customers to illegal traders and the large loss of taxes to the government.
Under the slightly eased regulations, from May 1, Ramaphosa said the country’s borders will remain closed except for the repatriation of citizens. The ban on travel between provinces will largely remain, except for the transportation of goods and in some cases for funerals.
Public transport will operate with a limited number of passengers but they will all have to wear face masks, said Ramaphosa.
While the sale of cigarettes will be permitted, so will outdoor exercise under strict conditions. These are yet to be revealed.
Mass gatherings at places such as bars, shebeens, concert venues, cinemas, sporting events and religious gatherings will remain prohibited.
The stringent regulation of banning the sale of alcohol during lockdown has led to a major decline in violent crimes.

President Cyril Ramaphosa has unveiled new levels of Coronavirus which will determine which sectors of the economy would be opened in certain areas.
President Cyril Ramaphosa said on Thursday night the country would implement a partial easing of the current Covid-19 lockdown after April 30, to spare the economy and save jobs.
โBeyond Thursday the 30th of April we will implement a risk adjusted strategy to take a deliberate and cautious approach to ease lockdown restrictions,โ he announced.
โThe strategy we take now must be measured and incremental.
โWe cannot take action today that we deeply regret tomorrow.
โWe have to balance the need to resume economic activity with the need to save lives.
โWhile a nationwide lockdown is probably the best means to contain the virus, it cannot be sustained indefinitely. Our people need to eat. They need to earn a living. Companies need to generate revenue.โ
Ramaphosa said some businesses would be allowed to resume operations under specific conditions.
The return of the workforce will be no more than one-third per business.
A work from home strategy is still encouraged.
Shortly before the president’s speech, the health ministry announced there were 318 new confirmed Covid-19 cases in SA, with the total number of confirmed cases at 3,953. Ten new deaths were reported, resulting in a total of 75 Covid-19 deaths across the country.
Ramaphosa announced a R500bn stimulus package earlier this week, on which finance minister Tito Mboweni will provide more details on Friday.

President Cyril Ramaphosa held what was described as a โvery productive callโ with US President Donald Trump on Thursday despite SAโs criticism of Trumpโs stance on the World Health Organisation.
The presidency said the two leaders discussed the impact of Covid-19 on their two countries in a call which began at 3.30pm.
โPresident Ramaphosa has passed his condolences to the government and people of the US on the devastation the virus has wrought in that country,โ Ramaphosaโs spokesperson Khusela Diko said.
Trump pledged to send โthousandsโ of ventilators and other equipment to SA. The details of which are yet to be finalised.
โPresident Trump has pledged his support to SA and Africa in general in the fight against the coronavirus,โ Diko said.
The โelephant in the roomโ โ Trumpโs decision to withhold support from the WHO โ was not discussed in the meeting.
On Saturday, health minister Zweli Mkhize slammed Trump’s cutting of funding to the WHO.
He said it was an effort to โturn us against each otherโ.
In his daily briefing on Wednesday, Trump told American reporters that he has been speaking to โlotโs of leadersโ and pledging US support.
Trump however has been criticised for failing to take accountability for the spread of Covid-19 in the US where New York has become the epicentre of the outbreak.

All eyes will be on President Cyril Ramaphosa on Thursday night.
Millions of South Africans will tune in to watch president Cyril Ramaphosa address the nation on Thursday night, with clearer answers on the national lockdown and conditions around relaxation of some regulations expected.
A draft proposal explaining a five-stage โalert-systemโ to ease lockdown regulations that was presented to cabinet on Monday has been leaked. Presidency spokesperson Khusela Diko confirmed the authenticity of the document but said it was โoutdatedโ and had been prepared as โearly input into the development of risk-adjusted approach to resuming economic activityโ.
A leaked document on the lockdown lends credence to the stark reality that crippling restrictions are going nowhere.
The plan outlines five levels of so-called eased lockdown, ranging from severe to lax.
Though the document is a draft, it does offer insight into key issues Ramaphosa may address.
Here are five critical topics from the draft proposal:
Different lockdown level based on risk
The document outlines the alert level at a provincial level, which will be based on the number of cases in that province. Premiers, in conjunction with the health minister, will determine these alert levels for specific districts within the province. This will allow some economic activity while curbing the spread of the coronavirus in hard-hit areas.
What about booze?
The sale of alcohol will be allowed under level three (moderate virus spread and moderate health-system readiness) and lower, but will be sold within restricted hours.
Restaurant out, takeout in
The document proposes that under level three, some restrictions can be eased such as takeaway food outlets, clothing stores and limited domestic rail and air travel and some government services. At the same time, the document suggests that some sectors remain closed, no matter the level of alert. This includes restaurants, shebeens and entertainment venues, like cinemas.
Sport on hold
The draft proposal considered by cabinet also suggested curtailing sporting events and religious and cultural gatherings.
Over 60? You’ll be asked to work from home
Earlier this month Prof Salim Abdool Karim, the government’s Covid-19 ministerial advisory committee chairperson, said the possibility of a partial lockdown for the elderly, needed to be considered. The proposal put forward to cabinet suggests workers 60 and older adopt a work from home strategy. It also proposes that companies put these workers on leave with full pay if they cannot work from home.

Mzansi peeps are tired of watching repeat shows and paying for channels they do not watch on DStv. They’ve taken to social media to vent their frustrations at the Digital Satellite Television, otherwise known as DStv, which provides them with multiple channels and services at a monthly fee.
The #DStvMustfall has been trending on social media since Thursday morning. Their viewers have complained that they pay too much to watch the same shows “as old as 2015″.
Some are calling for a DStv package that will allow them to select their own channels.

Nurses’ union Denosa says health-care workers have tested positive for Covid-19 at Durban’s Addington Hospital.
Health workers at Durban’s Addington Hospital have tested positive for Covid-19, the Democratic Nursing Union of SA (Denosa) said on Thursday.
The hospital has been identified as a state facility for the treatment of patients with Covid-19.
Mandla Shabangu, Denosa provincial secretary, said that five health workers had tested positive at the hospital.
Shabangu said they were investigating allegations that the transmission was linked to a nurse at the hospital whose partner worked at a private hospital.
โThe people affected at Addington work in the theatre, among them are nurses. The report we have is that the person who first tested positive contracted it from her partner who was moonlighting at a private hospital,โ said Shabangu.
โAddington Hospital is not closed. The theatre is closed because the positive cases were there. This did not happen in the ward where other patients with Covid-19 are being nursed,โ he said.
Shabangu added: โFor now I don’t have all the finer details. There is only one case I can confirm is being treated in the hospital. I understand that the others are in self-isolation.โ
Spokesperson for the KwaZulu-Natal department of health Ntokozo Maphisa would not comment specifically on the Addington situation.
Maphisa said: โThe department has put in place stringent clinical guidelines and protocols from the World Health Organisation that must be followed in providing treatment to patients affected by Covid-19, which also extend to how to avoid getting infected.
โIn cases where health-care workers may be infected, government is obliged to provide the necessary care and treatment.โ
Mapping and tracing of their contacts is also conducted so that they, too, can be screened and tested, alongside the patients, to curb the further spread of the virus.
โFurthermore, the affected section of the hospital may be closed, to allow for decontamination as part of the infection and prevention and control process. The above is normal procedure that applies to health-care workers and facilities across the board, including at Addington Hospital.โ

Finance minister Tito Mboweni will make an announcement on Friday on the Covid-19 relief financing, as well as any possible approach for funding from international finance institutions.
Many questions have been raised about how the government will finance the R500bn stimulus package announced by President Cyril Ramaphosa earlier this week, and the minister is expected to address these.
This was revealed on Thursday by Treasury deputy director-general Ismail Momoniat during a briefing to parliamentโs two finance committees on draft bills providing for the initial tax relief announced by Mboweni at the end of March.
โThe minister is going to be making an announcement tomorrow which is meant to be a more comprehensive response which will look at all the issues โ the tax issues, the funding issues for the R500bn and some of the spending proposals, like on grants, how they will operate and for how long and so on.
Ramaphosa wants 73,000 more soldiers on SA streets, costing R4.59bn
President Cyril Ramaphosa is reportedly set to deploy over 73,000 more soldiers onto SA’s streets, at a cost of R4.59bn.
โHe will also deal with funding from the IMF [International Monetary Fund], the World Bank and the New Development Bank and what the conditionalities if any there are and so on.โ
Along with the ministerโs announcement, the Treasury will also provide supporting documents, Momoniat said.
DA finance spokesperson Geordin Hill-Lewis objected to Mboweni making a public announcement, saying that he should make a presentation to parliament first.
