North America and European countries accounted for most of the new deaths and cases reported in recent days, but numbers were rising from smaller bases in Latin America, Africa and Russia.

Global coronavirus deaths reached 250 000 on Monday after recorded infections topped 3.5 million, a Reuters tally of official government data showed, although the rate of fatalities has slowed.

North America and European countries accounted for most of the new deaths and cases reported in recent days, but numbers were rising from smaller bases in Latin America, Africa and Russia.

Globally, there were 3 062 new deaths and 61 923 new cases over the past 24 hours, taking total cases to 3.58 million.

That easily exceeds the estimated 140 000 deaths worldwide in 2018 caused by measles, and compares with around 3 million to 5 million cases of severe illness caused annually by seasonal influenza, according to the World Health Organization (WHO).

While the current trajectory of COVID-19 falls far short of the 1918 Spanish flu, which infected an estimated 500 million people, killing at least 10% of patients, experts worry the available data is underplaying the true impact of the pandemic.

The concerns come as several countries begin to ease strict lockdowns that have been credited with helping contain the spread of the virus.

โ€œWe could easily have a second or a third wave because a lot of places arenโ€™t immune,โ€ Peter Collignon, an infectious diseases physician and microbiologist at Canberra Hospital, told Reuters. He noted the world was well short of herd immunity, which requires around 60% of the population to have recovered from the disease.

The first death linked to COVID-19 was reported on January 10 in Wuhan, China, after the coronavirus first emerged there in December.

Global fatalities grew at a rate of 1-2% in recent days, down from 14% on March 21, according to the Reuters data.

Death Rate Anomalies

Mortality rates from recorded infections vary greatly from country to country.

Collignon said any country with a mortality rate of more than 2% almost certainly had under reported case numbers.

Health experts fear those ratios could worsen in regions and countries less prepared to deal with the health crisis.

โ€œIf your mortality rate is higher than 2%, youโ€™ve missed a lot of cases,โ€ he said, noting that countries overwhelmed by the outbreak were less likely to conduct testing in the community and record deaths outside of hospitals.

In the United States, around half the countryโ€™s state governors partially reopened their economies over the weekend, while others, including New York Governor Andrew Cuomo, declared the move was premature.

In Britain, Prime Minister Boris Johnson, who battled COVID-19 last month, has said the country was over the peak but it was still too early to relax lockdown measures.

Even in countries where the suppression of the disease has been considered successful, such as Australia and New Zealand which have recorded low daily rates of new infections for weeks, officials have been cautious.

Australian Prime Minister Scott Morrison has predicated a full lifting of curbs on widespread public adoption of a mobile phone tracing app and increased testing levels.

An elderly lady, Mona Sias, has been forced to cook meals over fires made of plastic bottles

Sias revealed cops have stopped her and other family members of collecting wood in the bushes near her house

An elderly lady who resides in KwaNoxolo in Cookhouse, in the Eastern Cape, has opened up about the struggles for those living in rural areas during the lockdown.

Mona Sias revealed she has been forced to cook horrible tasting food on fires that make her cough because police have stopped them from collecting wood near her house.

Sias and about 60 other households in the township have been struggling to make fires to feed their families or stay warm because they are not allowed to collect wood during the lockdown.

According to GroundUp, who reported on Sias’ story first, she uses plastic bottles to make fires. However, the bottles produce a smoke that makes her cough and the food end up tasting really bad.

She was quoted saying:

“Police chase us away from nearby bushes where we collect wood. I have been cooking rice, carrots, cabbage and mealie meal porridge with these plastic bottles. The food tastes horrible. Itโ€™s colour turns black on top because of the smoke. The food is not properly cooked because the smoke makes us cough and sometimes it causes headaches and blocked nose. But we just cook to have something in our stomachs.โ€

She said that even getting their hands on the plastic bottles was a mission because the cops are keeping an eye on them.

Sias revealed they pick up bottles from illegal dump sites and in the streets, however, police would stop them and tell them to go home and obey the lockdown.

illovuonline news learned the 56-year-old and other residents moved to KwaNoxolo in 2010 from Tyoksville and they were temporarily placed in wendy houses until the municipality built new permanent homes.

However, the project has hit a dead-end since and the residents are left in the temporary homes that are leaking.

All homes share only three communal taps and people have access to 11 toilets – of which only five are in a working condition.

Aside from facing challenges to make fires, residents also struggle to maintain proper hygiene – which is of utmost importance to fight the coronavirus.

One resident, Simphiwe Blom, complained about the five working toilets in the township, adding that they stink and you are visible to other people when you use them.

Blom said:

โ€œWe share 11 broken bucket system toilets and only five are functional. They are stinking and everybody sees you when you are relieving yourself. For a month the buckets were not collected. People were forced to relieve themselves in nearby rubble behind our houses. All that smell comes into our homes.โ€

People are also forced to share taps and Blom uses one of the taps with about 26 other households.

GroundUp contacted the mayor of Blue Crane Route Local Municipality Bonisile Manxoweni, who vowed to raise the issue in a council meeting.

Bus service Rea Vaya took a bold step to allow only commuters with valid permits to enter their stations and buses. This was evident in Thokoza Park, where people were turned back.

Inside the station, which is normally packed with hundreds of commuters, it was quiet.

Fewer commuters could be seen standing several metres apart with face masks on.

Among them was a Pimville mother of three, employed in the retail sector, who said the return to work after 39 days since the start of the lockdown was bittersweet.

โ€œI am happy that Iโ€™ll get a salary and be able to provide for my family, but at the same time, I am scared. More and more people are getting the virus, especially here in Joburg,โ€ Thenjiwe Mahlangu said.

Mahlangu said her children were in the care of her mother. โ€œI heard that old people and young children are the ones most at risk, going to work every day means I am putting them at risk … It feels like I have to choose if my family will have food or get corona,โ€ she said.

Joburgโ€™s MMC for transport, Nonhlanhla Makhuba, visited the station to assess if commuters had been adhering to the level 4 lockdown regulations. She said the focus was on social distancing, masks and permits and only essential services workers with permits would be allowed to travel.

Passengers could be seen wearing face masks, while those who travelled to Johannesburg CBD were forced to get their hands sanitised before entering the taxis.

As per regulations, taxis maintained a 70% carrying capacity.

Treasure Nkanyamba, who is employed as a panel beater, said he was glad to return to work after endless questions from his children.

โ€œThe children donโ€™t understand whatโ€™s happening; they just want food, sweets as usual. When you try to explain you donโ€™t have money, they ask too many questions,โ€ he said.

Nkanyamba expressed concern about safety at his workplace, saying it had been a small company, hard hit since the closure.

โ€œOur boss just told us to come back to work today, he said we must buy our own sanitisers and masks … he did not say anything else. Maybe heโ€™ll let us know when we get to the office.”

The socialite asked her fans not to judge her pale hands and that drove her followers off the edge – They argued that Kim was trying to look like a black woman.

Ever since the Kardashian sisters started making their fortune from their famous show Keeping Up With The Kardashians, they have not been spared from criticisim. On many occasions, the famous squad was accused of trying to look, act, speak and be like black women.

Their haters resurfaced when Kim Kardashian posted a photo of her skin having not one but two distinct shades. Her hands were pale and nearly pinkish while her face was as dark as that of a Latina lady or a fair skinned African-American.

What started off as an innocent makeup tutorial ended up as a lesson on cultural appropriation and unhealthy borrowing of other peopleโ€™s features. Kim was applying her lipstick on an Instagram video and wanted to detail the steps her fans should take whenever they do their makeup.

But her one comment made her angry followers blow up in fury. โ€œDo not judge my pale hands,โ€ the mother of four captioned one of her videos. The wealthy socialite acknowledged her unusual complexion by terming her hands as pale probably due to staying indoors for days on end.

This irked her fans and people on social media as they wondered why a white woman chose to use darker toned makeup and still claim her original colour was pale. Many embittered social media users were thrown off by how different Kim looked and reminded her to always stick to makeup that matched her skin tone.

A lot of tweeps added that the famous business lady and her sisters probably underwent surgery to enhance their bodies so they could have more voluptuous features like those of black women. Not too long ago, Kylie Jenner, Kimโ€™s sister was accused of going under the knife to get a bum that resembled that of a black woman.

An ANC councillor in Limpopo has been accused of selling fake permits that allow people to cross provinces.

An ANC councillor from Limpopo has been arrested for allegedly selling and issuing fake permits for people to cross provinces.

Cybert Kabelo Ramodisha, 36, appeared at the Giyani magistrate’s court on Monday. He was arrested on Friday at Makgakgapaji village after a tip-off from community members.

It is alleged that he was charging between R250 and R800 for the permits.

“The informer got the permit for R100 after he made an agreement that he would pay the remaining amount of R100,” said National Prosecuting Authority spokesperson Mashudu Malabi-Dzhangi.

‘No fast food drive-throughs allowed’: Fikile Mbalula

Transport minister Fikile Mbalula has dashed any hopes of being able to buy fast food from stores using the “drive-through” option.

According Malabi-Dzhangi, the police found three other clients waiting to buy permits from Ramodisha.

A laptop, printer and cellphones were seized during the arrest.

He was released on R2,000 bail and is due back in court on July 14.

Twenty-nine officials have tested positive for Covid-19 at Cape Townโ€™s largest police station, according to a reliable source.

The affected members are quarantined.

On Sunday April 26, the first officerโ€™s test results came back and he was informed he tested positive for the virus at 8am, which was two hours into his shift. According to the source, the member was sent home and the station immediately shut down and members were sent for testing.

By the middle of last week, another 14 members had tested positive, comprising virtually the entire Sunday day shift of April 26.

A source said that the member who tested positive could have infected other members on board a police bus which transported members to the station and back home during the lockdown, or during the early morning parade that Sunday morning.

โ€œThe SAPS was advised of Covid-19 related cases at Cape Town central police station but we cannot provide figures as members get tested by external service providers,โ€ said Potelwa. โ€œThe building housing the police station is being decontaminated. Community service centre operations are at a mobile unit outside the station,โ€ she said.

On April 26, the station commander, Brig Hansia Hansraj, informed community policing forums that the station’s operations would be amended while the main building was decontaminated.

In the WhatsApp message sent out to the CPF groups in the Cape Town central precinct, Hansraj assured them that despite the โ€œdisastrous timesโ€ for the station and its staff, service delivery would continue.

โ€œLet’s pray for our station during this disastrous time. Our members and families are facing trying times, but we will continue to execute our task at hand. You will be informed on any changes of current status. Thanks for all the messages of support and prayer,โ€ read the message.

According to a source, many of the members who initially tested positive also lived in poorer communities such as Khayelitsha and were potentially more exposed to the virus.

The station was being run out of four kiosks while the main building was being decontaminated.

The source said all the members who had tested positive were self-isolated.

Cape Town central is the largest police station in the Cape Town metro, with 510 members working there.

New spectrum given to mobile operators in April is starting to bear fruit as SAโ€™s largest network operator launched 5G services in three cities on Monday.

Vodacom said it had switched on โ€œAfricaโ€™s first live 5G mobile networkโ€ in Johannesburg, Pretoria and Cape Town.

From Monday, Vodacom customers with 5G-enabled devices, and within a 5G-coverage area, will be able able to access the next generation in wireless data technology, which allows for faster internet speeds and better service.

This network will support both mobile and fixed wireless services and is currently available on 20 live 5G sites in Gauteng and the Western Cape, said Vodacom.

Further rollouts are planned in other parts of the country.

In April, the Independent Communications Authority of SA (Icasa), the telecom regulator, assigned temporary radio frequency spectrum to operators in an effort to tackle communication challenges related to the Covid-19 pandemic, valid until November.

Spectrum refers to the radio frequencies on which data and information are carried. Mobile operators have long argued that access to spectrum will help reduce the cost of mobile data in SA because it will allow the companies to cover a wider geographic area with existing towers while carrying more data traffic.

Vodacom was recently assigned spectrum in the 3.5 GHz band, which was used to fast-track the 5G launch, making it the first operator to activate temporary spectrum, the company said.

Last week, Altron Nexus affiliate Morai Solutions said it would use temporary spectrum assigned to it in television white spaces (TVWS) to provide affordable and reliable data access to rural communities during the Covid-19 crisis.

TVWS refers to โ€œunusedโ€ spectrum located in the 470Mhz-790Mhz band, in which television broadcasters tend to operate. Icasa has allowed wireless access devices to transmit in these unoccupied channels as long as they do not interfere with licensed broadcasters.

Vodacom said the deployment of 5G โ€” a more efficient technology than 3G and 4G โ€” would help manage the 40% increase in mobile network traffic and the 250% increase in fixed traffic experienced during the Covid-19 lockdown.

The current 5G network equipment deployed also operates in the same frequency bands, which are expected to be permanently assigned through an auction later in 2020.

Vodacom and Liquid Telecom also concluded managed network services and national roaming agreements for a national 5G network in December 2019.

Bronkhorstspruit Hospital is one of the health facilities that have been struggling with testing kits for Covid-19.

However, that is a thing of the past as on Monday, Black Royalty Mineral (BRM) donated a mobile testing laboratory to the hospital, 1,500 Covid-19 testing kits, sanitising booth with thermo graphic bullet body temperature measurement camera and also food parcels for those who will require self-isolation.

Mathibela said patients will now wait for 24 hours before they can get their results. โ€œThis will not only benefit us, but also other health facilities can refer patients to us for testing. They also donated PPE for the frontline workers, who can now do their job freely as they are well protected,โ€ Mathibela said.

BRMโ€™s CEO Ndavhe Mareda said they operate in Bronkhorstspruit area where surrounding community members, including their employees get services at the hospital.

โ€œIn order to fight the virus we need to know how many people are affected. This will make it easier for the hospital to do their tests. When one walks inside the sanitising booth, it can immediately detect if there is a problem. It turns green if the person is fine and it turns red if your body temperature warrants for further examinations,โ€ Mareda said.

Mareda said unemployment rate is also very high at Bronkhorstspruit area which is why they also donated food parcels.

โ€œThe food parcels are meant for people who are placed on self-isolation. We understand that most of these people are unemployed and will have no one to look after them, hence we have asked the hospital to step in, in this regard,โ€ he said.

Smokers could be in for a long haul as court challenges to the ban on the sale of tobacco products get under way.

The Fair-Trade Independent Tobacco Association (Fita) is pursuing legal action to set aside disaster regulations and declare tobacco products as essential goods.

The organisation filed papers at the Pretoria high court on Monday.

On May 12, the court is expected to hear the application to declare that tobacco products fall into the category of agro-processing and constitute permitted goods and for the export of the products to be permitted.

On May 26 Fita will be seeking an order declaring cigarettes and tobacco products are essential goods. Fita, on that date, also wants the court to set aside regulations passed in March prohibiting cigarette sales and an order declaring that the sale of tobacco products and cigarettes is lawful.

President Cyril Ramaphosa announced previously that at the end of the level 5 lockdown on April 30, the sale of tobacco products would be permitted. However, last Wednesday, co-operative governance & traditional affairs minister Nkosazana Dlamini-Zuma said the ban would remain after public comments advised against it.

โ€œGovernment took that into consideration, debated the merits, looked at it and decided that we must continue as we are when it comes to cigarettes and tobacco products and related items that we should not open up for sale,โ€ she said.

Illovuonline news quoted minister in the presidency Jackson Mthembu at the weekend as saying the government was willing to take its case to court, as it has valid reasons for insisting on the ban.

A public petition calling for cigarettes and tobacco products to be sold legally has so far garnered 494,147 signatures.

The government has refused to answer questions on allegations that thousands of inmates could be released to deal with overcrowding in SA prisons amid the coronavirus pandemic.

Correctional services minister Ronald Lamola has ducked questions on the government’s alleged plan to release 19,000 low-risk prisoners to respond to the challenge of social distancing in the country’s overcrowded prisons.

Lamola said the claim that prisoners would be released was based on a “leak” and “speculations” which he was not going to fuel any further.

The minister was appearing before the portfolio committee on justice and correctional services and the select committee on security and justice to respond to questions about work he was doing to counter the Covid-19 threat.

Lamola urged the members of the committees to await an announcement – “if any” – from president Cyril Ramaphosa about the release of inmates.

According to Lamola, only then would the correct facts come to light, because him commenting on the matter would just add fuel to fire.

DA MP James Selfe and ANC MP Stan Maila were the two who asked the question.

Selfe asked: “I really [would] like to ask the minister whether he could provide clarity surrounding the announced release of prisoners from our correctional centres. How many, when and, please, just take us through the process of who gets released and who doesnโ€™t as this obviously is causing a great consternation in the public.”

Lamola replied: “I think there are two questions asked by honourable Selfe and honourable Maila with regards to the release of the 19,000 prisoners.

“I should state, chairperson, that what has caused this confusion is a leak and speculations in the public domain and honourable deputy minister Phathekile Holomisa answered this question in the last sitting.

“So I do not want to add to any confusion and speculation in the public domain. It will be better we leave it at the response of honourable Holomisa because any further comment by me will further fuel confusion in society.

“I think it will be good to await the announcement if there will be any on the matter because that will come with all the necessary information.”
