What the new reality for South Africans post-lockdown could look like, according to draft input

By: illovuonline news team
23-04-2020
Image: source

As the government seeks to relax some of the rules governing the nationwide lockdown, access to sit-in restaurants, bars and sporting events would likely remain restricted, according to a leaked, draft discussion document prepared by the Presidency.

Confirming the validity of the draft document, Presidency spokesperson Khusela Diko said it was prepared as an early input into the development of a “risk-adjusted approach” to resuming economic activity.

She added it had changed substantially and would therefore caution anyone on relying on it for accurate information.

The risk-adjusted approach is being finalised and will be elaborated on by President Cyril Ramaphosa on Thursday evening.

A small group of women in Mfuleni, Cape Town have come together to sew cloth masks to protect everyday South Africans from the spread of Covid-19. This after their factory, that normally makes school uniforms, was closed due to the national lockdown.

As the draft input shows, however, the president will have to walk the tightrope between “lives” and “livelihoods”.

According to the draft recommendations, the public in South Africa would have restricted access to the following sectors for the next phase:

– Sit-in restaurants and hotels.

– Bars and shebeens.

– Conference and convention centres.

– Entertainment venues, including cinemas, theatres, and concerts.

– Sporting events.

– Religious, cultural and social gatherings.

Passengers on all modes of transportation must wear a cloth mask to be allowed entry into the vehicle. Hand sanitisers must be made available, and all passengers must sanitise their hands before entering.

Public transportation vehicles must be sanitised on a daily basis.

‘Alert levels’

A proposed system of five “alert levels” will categorise business sectors into different risk categories.

To make the determination of which sectors should be allowed to resume activity at each level of alert, three criteria should be considered:

– Risk of transmission (including the ease of implementing mitigation measures).

– Expected impact on the sector of the continued lockdown (including prior vulnerability).

– Value of the sector to the economy (e.g. contribution to GDP, multiplier effects, export earnings).

Under the proposed five “alert levels”, certain commodities and services will be available or still unavailable depending on the severity of the “alert level”.

Your workplace

With regards to the workplace, the draft document makes the following recommendations:

– Industries are encouraged to adopt a work-from-home strategy where possible, and all staff who can work remotely must be allowed to do so.

– Workers above the age of 60 as well as those with co-morbidities identified by the Department of Health should be offered a work-from-home option or allowed to remain on leave with full pay.

– There should be workplace protocols in place that would include disease surveillance and prevention of the spread of infection.

– All employers to screen staff on a daily basis for symptoms of Covid-19, including a symptom check as well as a temperature assessment.

– All employees to use a cloth mask especially where social distancing is not possible.

– Work environment to have sanitisers available or hand-washing facilities with soap.

– Stringent social distancing measures should be implemented in the workplace.

The Department of Health will issue a comprehensive guidance note stipulating health and safety practices for returning to work. The proposed new rules include this regulation: “No gatherings of more than 10 people outside of a workplace will be permitted.”

This would suggest the strict stay-at-home ban may be lifted – if physical distancing is practiced.

But it is not yet known if this will apply to general freedom of movement in public, or activities such as outdoor exercises.

Owners and managers

Owners and managers of all businesses, across the entire economy, would need to ensure the following are in place:

– In addition to generally applicable health and safety protocols, each sector must agree upon a Covid-19 prevention and mitigation plan with the employment and labour minister, health minister and any other minister relevant to the sector.

– Individual businesses or workplaces must have Covid-19 risk assessments and plans in place, and must conduct worker education on Covid-19 and protection measures.

– Identification and protection of vulnerable employees, safe transport of employees, screening of employees on entering the workplace and prevention of viral spread in the workplace.

– Cleaning of surfaces and shared equipment, good ventilation, managing sick employees.

– Monitoring systems must be in place to (1) ensure compliance with safety protocols and (2) identify infections among employees.

While the above has not been released in a final format, it gives the country an indication of what may lie ahead for the foreseeable future.

Ramaphosa will release the final plans of South Africa’s “new normal” on Thursday evening.

Security and public officials arrested during lockdown

Police minister Bheki Cele said on Wednesday that 89 police officers have been arrested since the start of lockdown.

At least 131 police officers, security members and government officials — specifically councillors — have been arrested for Covid-19-related lockdown crimes over the past month.

Police minister Bheki Cele said 89 police officers formed part of the overall figure.

“One of the challenges we have faced during the lockdown has been dealing with pockets of criminality and having to arrest members of the security forces, government officials and some public office bearers, specifically councillors.”

Cele was briefing the media during a visit to Durban on Wednesday to assess adherence of the Covid-19 lockdown regulations in the province.

He said councillors, health officials and department of correctional service members were among the government officials arrested.

The police minister said among the 89 officers arrested were two sergeants from Katlehong in Gauteng who were arrested after allegedly demanding a R12,000 bribe from a businessman who had contravened the lockdown regulations on Monday.

Cele said the members promised the businessman that they would destroy the docket if he paid them.

He said members arrested faced a variety of charges relating to the prohibition of the selling of liquor during the lockdown.

“Some were caught drinking; some for buying and selling liquor; some for corruption and defeating the ends of justice; some for organising gatherings in contravention of the regulations; some even going as far as allegedly staging break-ins in the Western Cape just to go and steal alcohol from closed liquor outlets.”

He added that no-one would escape the law.

Germany has authorised its first clinical test of a vaccine for the novel coronavirus, the country’s regulatory body said Wednesday, green-lighting trials on human volunteers for an RNA vaccine developed by German firm Biontech and US giant Pfizer.

“The Paul-Ehrlich-Institut… has authorised the first clinical trial of a vaccine against COVID-19 in Germany,” the regulatory body said in a statement.

It added that approval was the “result of a careful assessment of the potential risk/benefit profile of the vaccine candidate”.

A traditional leader is ‘shocked and saddened’ at reports of people swigging hand sanitiser for its alcohol content. He described the actions as disrespectful of the government’s fight against the coronavirus.

People found drinking hand sanitisers to quench their thirst for alcohol may soon find themselves behind bars, Eastern Cape house of traditional leaders chairpersonMwelo Nonkonyana told illovuonline news team on Tuesday.

This comes after media reports that desperate people were turning to the cleaning product used to decrease infectious agents on the hands.

Nonkonyana confirmed having received reports “of people drinking sanitisers,” but could not provide details.

He described the actions as disrespectful to the government’s fight against the coronavirus.

“We are shocked and saddened that there are people who are drinking sanitisers, it is extremely dangerous and though the product contains alcohol, it is not meant for human consumption.

“We have now heard that some people have fallen sick from this and we are now looking at putting this as a regulation so that whoever is found drinking sanitisers as a way to replace alcohol will be arrested as they would be breaking the law.”

Explainer: Mkhize discusses if a person can contract Covid-19 twice

By: illovuonline news team
23-04-2020
Image: source

Numerous people across the world have wondered if it is possible to contract the coronavirus more than once –

With just a single encounter with the virus already daunting, the concept of enduring it a second time has instilled fear in many citizens – Health Minister Dr Zweli Mkhize has shed some light on how the virus acts and if it is possible to contract it twice.

In order to understand how your body interacts with the coronavirus, Dr Zweli Mkhize highlighted what ‘immunology’ means, explaining that: “A pathogen is an agent that causes infection or ill health in the body. When a pathogen enters the body, the body creates antibodies which are specific to that pathogen in order to destroy it.

This is the immunity the body builds against an infection.” The human body creates antibodies that specifically target any virus or bacteria causing infections.

This allows the body to recover but importantly gives the body the ability to destroy the same pathogen if it re-enters the body. Mkhize explained that scientists developing a vaccine would use features similar to the pathogen, allowing the body to be capable of destroying the live pathogens of the virus if it enters the body.

This concept is important when it comes to understanding the risk of becoming reinfected with Covid-19, with Mkhize elaborating: “Those who get the Covid-19 virus will develop immunity once they have shed the virus from their body. The problem is that since Covid-19 is a new virus, this infection may have very severe effects on many people, and in many instances, may result in death.”

Put simply, those who have already encountered and survived the virus have managed to build up immunity: “Until you get the infection, you can’t have immunity.

The only ones who have immunity in this country are those who survived the infection. So everyone, the sooner you get the infection and dispose of it, the safer you are from future infection.”

illovuonline news team reported that, as the situation stands in SA, Mkhize had announced there are 3 465 confirmed cases of Covid-19 with 58 fatalities.

South Africa: COVID-19 daily infection rate drops to 4%

By: illovuonline news team

South Africa currently in its 4th week of 35-day Lockdown

South Africa has seen a huge reduction in the number of daily COVID-19 infections, dropping from 42% to 4%, an official at the presidency said.

“Before the National Coronavirus Command Council (NCCC) passed the current lockdown regulations, the number of new infections daily were about 42%,” Thembi Siweya, the deputy minister, wrote in an article.

Siweya said had the government not taken the lockdown decision, daily infections would have been higher, with more deaths, especially among the elderly South Africans.

The South African government took a comprehensive approach in dealing with COVID-19 because it learnt lessons from dealing with the HIV/AIDS epidemic, she noted.

Siweya said her country learnt that taking a narrow approach in dealing with any disease or virus can lead to a higher mortality rate, stagnant economic growth and hindered social cohesion, and that is why they choose to keep millions of non-essential workers at home.

South Africa is currently in its fourth week of a 35-day lockdown, where non-essential workers are asked to stay home in a bid to curb the spread of the virus. Essential workers include those in healthcare, food production, telecommunication and transport sectors, among others.

The country has the highest number of COVID-19 infections on the continent, with 3,346 confirmed cases and 58 deaths, while 1,055 have recovered from the virus.

“It is important to make it clear that the national lockdown is not the only solution the government has implemented,” she wrote.

The government is aware that the national lockdown has an impact on the economic, political and social facets of society so they choose the notion of solidarity economy approach orientated towards the implementation of welfare services by the state, the private sector and the people, Siweya added.

“This means the responsibility of the government to offer basic necessities to the people, especially the poor, is shared by all independent components of the state, the private sector and ordinary citizens,” she noted.

The South African government, NGOs, individuals and businesses have been distributing food parcels, providing running water and other basic services to communities during this lockdown.

The government has also helped businesses and employees with various financial and policy interventions.

Uzalo and Isibaya are the first daily dramas to run out of episodes due to the national lockdown.

SABC has confirmed that the number one TV show in SA – with an average viewership of 10-million – is running out of episodes for the rest of the month.

“The SABC can confirm that due to the production of SABC1’s popular series Uzalo being halted as a result of the lockdown, unfortunately there is limited stock for this particular programme,” SABC acting spokesperson Mmoni Seapolelo said.

“However, the SABC has put measures in place, including crucial engagements with relevant stakeholders concerning the organisation’s delivery on the set local content quotas as well as possible essential service permission for certain productions.

“It must also be noted that all our productions remain closed until a collective decision regarding production houses resuming work is made. Such a resolution has not been taken, however, when decided, it will be a decision based on not one, but all production houses.

“It is worth noting that the SABC is operating to ensure full compliance with the lockdown regulations. The health and safety of our employees and production houses
remains a priority.”

Another show in trouble is DStv’s longest-running telenovela Isibaya that airs in the same 8.30pm time slot as Uzalo.

illovuonline news has reliably learnt that the Mzansi Magic daily drama, watched by more than a million South Africans on average, is fast running out of new episodes to air for the rest of the month.

An insider at DStv revealed , Isibaya is not the only show on pay TV that is running out of new material as local content starts to feel the heat of halting productions, especially after President Cyril Ramaphosa’s extended lockdown.

Safta-winning telenovela The River with Sindi Dlathu in the lead and airing on 1Magic is also said to be running out of new episodes to air for the
duration of the month.

The fate of other daily dramas on DStv, including The Queen and Gomora, also hang in the balance.

“Video entertainment production in South Africa has been halted for nearly a month, as the industry adheres to the national lockdown needed to reduce the spread of Covid-19,” said Yolisa Phahle, MultiChoice Group CEO for general entertainment.

“The current lockdown is in place until May 1 and at this time we’re confident that we will be able to offer our viewers fresh episodes of must see TV. Any scheduling changes will be announced in due course, as well as being published on dstv.com.”

But insiders working at MultiChoice have painted light on the pressure and predicament that is currently faced by the pay broadcaster.

“Currently there have been a number of strategic meetings held since Friday to come up with a way forward. Only then will it be communicated to the public what will replace those popular time slots for the duration of lockdown and what will continue to happen in case lockdown is extended,” one source told illovuonline news.

Another source said: “More shows have been affected – it’s not just Isibaya and The River. As a result, a new TV schedule on those channels has been drawn. Remember, promotional material has to be changed and people who pay to see these programmes will be upset. A new strategy has to be well thought of.”

“Isibaya and The River are two shows that have a close TX [the date something was broadcast from the day it was filmed]”, another source said.

It was reported earlier this month that the second season of drama series The Housekeepers, starring Thando Thabethe, was pulled from its planned schedule on Mzansi Magic at the 11th hour and replaced with season five of prison drama Lockdown that debuted on Showmax back in January.

“We remain committed to supporting the industry and have committed R80m to pay salaries for cast, crew and creatives that are involved in MultiChoice Group commissioned productions for April and are working hard with all of our contracted producers to ensure minimal viewer disruption, and to make sure we can be up and running again as soon as it is safe to do so,” Phahle said.

Public broadcaster SABC and free-to-air channel e.tv have confirmed that all their daily dramas will air new episodes for the duration of April.

“Productions, including Generations: The Legacy, Muvhango, Skeem Saam and 7de Laan have sufficient transmission stock until after the lockdown thus, ensuring uninterrupted airing of episodes for South Africans to enjoy and importantly remain at home,” Seapolelo said.

Managing Director at e.tv Marlon Davids said: “e.tv has sufficient content to keep our viewers informed and entertained during the lockdown. They can continue to watch their favourite soapies, Scandal!, Rhythm City and Imbewu.”

faster coronavirus testing: Ghana is using delivery drones to transport testing kit

Ghana has 834 confirmed infections and nine people have died from COVID-19, the disease the virus causes.

Ghana is using delivery drones from US-based startup Zipline to enable it to test people more quickly outside major cities for the novel coronavirus, the company said on Monday.

Ghana has 834 confirmed infections and nine people have died from Covid-19, the disease the virus causes.

Zipline operated its first coronavirus test flight on April 1 and will now fly samples collected from more than 1,000 health facilities in rural areas to laboratories in the capital Accra and to Kumasi, the second-largest city.

“Using contactless drone delivery to transport Covid-19 test samples will allow the government to respond to the pandemic and help save lives more quickly,” Zipline Chief Executive Keller Rinaudo said in a release.

As of April 15, the Ghana Health Service said it had tested 57,000 coronavirus samples.

Zipline, which already operates fleets of drones in Ghana and Rwanda to deliver blood, vaccines and other essential medical equipment to rural areas, is working with the Ministry of Health to enable the coronavirus sample flights.

The company said using drones would cut the delivery time for test samples from hours, with trucks needing to traverse rural roads to collect tests from multiple hospitals, to under an hour in some cases.

It said it expects to operate the service daily “for the duration of the Government’s Covid-19 response efforts.”
