Madagascar says herbal tonic Covid-Organics can cure COVID-19 patients

Gambia has received a consignment of Madagascar’s Covid-Organics (CVO), a herbal tonic touted as a cure for COVID-19, authorities said on Tuesday.
The consignment was sent by Madagascar’s President Andry Rajoelina, according to the State House of the Gambia.
“The consignment is part of a gift to ECOWAS [Economic Community of West African States] countries towards the fight against COVID-19. They have been delivered to the Ministry of Health,” read a statement from the Gambian presidency.
Gambia has reported 22 COVID-19 cases so far, with one death and 10 recoveries, and has tested a little over 1,000 people, according to the Health Ministry.
Several African countries received CVO samples from Madagascar over recent weeks and some have ordered more shipments.

Madagascar’s President Rajoelina, who launched the tonic last month, has said it is “a preventive and curative remedy against COVID-19” and attributed the recovery of 105 people in his country.
The World Health Organization (WHO), however, warned against using untested remedies such as CVO without medical supervision.
Last week, it called for clinical trials of the herbal drink.

President Rajoelina criticized the WHO’s stance against CVO, saying it was opposing the remedy because it came from a poor African country.
“If it were a European country that discovered this remedy, would there be so many doubts?” he said in a recent interview with French broadcasters France 24 and Radio France International.

President Cyril Ramaphosa has announced the country will drop to Level 3 of the nationwide lockdown by the end of May, but some parts of the country with higher infection rates of Covid-19 will remain at Level 4.
President Cyril Ramaphosa announced South Africa will be moving to Level 3 lockdown by the end of May, with certain areas most affected by the coronavirus outbreak remaining at Level 4.
In a televised address, Ramaphosa said the next phase of the country’s coronavirus response, as people returned to work, would “in many ways be more difficult than the present one”.
He added the coronavirus would continue to be a global health threat for some time to come, and the fight against it needed to become part of South Africans’ daily lives.
In his address to the nation on Wednesday evening President Cyril Ramaphosa reiterated that the lockdown has been necessary for curbing the spread of the coronavirus.

South Africa would have seen 80 000 infections already without lockdown
Without a national lockdown, South Africa would have seen 80 000 infections by now, Ramaphosa said. The national lockdown was, therefore “absolutely necessary” to help the authorities prepare.
He said while South Africa mourned the loss of 219 lives due to the virus, the number of deaths would have been eight times higher without the lockdown.
He said by the time the US had a similar stage of the disease, it had recorded 22 000 deaths and the UK more than 19 000.
Without the lockdown, Ramaphosa added, South Africa’s health facilities would have been overwhelmed and many thousands more people would have died.
Around 181 people per million have been infected by the virus
South Africa’s positivity rate, the percentage of cases identified out of all the tests conducted, had remained low, he said.
Ramaphosa added the number of confirmed infections in South Africa was around 181 people per million of the population.
By contrast, he said, countries such as the US, the UK, Spain, Italy and Singapore have between 2 400 and 4 600 coronavirus cases per million people.
“It is significant that out of the 12 074 confirmed cases in South Africa, we have recorded 4 745 recoveries.”
South Africa now has 25 000 additional beds for quarantine
Ramaphosa said by delaying the spread of the virus, South Africa was able to strengthen the health system’s capacity by increasing the number of beds available for quarantine by 25 000.
He added the lockdown had helped the country to source and produce substantial quantities of personal protective equipment for health workers, vital medical equipment and other supplies.

Ramaphosa thanked the US for a donation of 1 000 ventilators that will assist in treating serious coronavirus patients.
Over 9 million South Africans have been screened, 370 000 tested
In what is the country’s largest and most extensive public health mobilisation, Ramaphosa said fieldworkers have screened more than nine million people, and nearly 370 000 coronavirus tests have been completed.
“It has been made possible by the hard work and dedication of thousands of community workers, nurses, doctors and other health workers,” he added. “They made enormous sacrifices to ensure the success of the lockdown.”

UIF paid out over R11bn to 2 million employees
Ramaphosa said the special Covid-19 relief fund of the Unemployment Insurance Fund (UIF) had paid out more than R11 billion to two million employees employed by over 160 000 companies in distress since it was launched.
He added the government’s various funds have supported more than 27 000 small businesses since they were launched.
The government’s R200 billion Covid-19 loan guarantee scheme, which is part of the R500 billion relief package, has also started to process applications from small- and medium-sized businesses on Wednesday.
Around 3 million South Africans applied for Covid-19 grant
Some three million people have applied for the Covid-19 grant of R350 per month for unemployed South Africans who received no other form of assistance from the government, Ramaphosa said.
He added an additional R5 billion have also been paid out to social grant recipients at the beginning of May to assist poor households.
Level 3 lockdown for most of South Africa by end of May

Ramaphosa said a consultation process would start with relevant stakeholders to place most of the country on Level 3 lockdown by the end of May.
Parts of the country with the highest rates of infection will, however, remain on Level 4 lockdown.
Infections were for now mostly concentrated in a few metropolitan municipalities and districts in the country, Ramaphosa said.
“I will repeat what I have said before: If we lift the lockdown too abruptly and too quickly, we risk a rapid and unmanageable surge in infections,” he added.
Level 3 lockdown will see the return of alcohol sales between 08:00 and 12:00 between Mondays and Wednesdays, limited domestic air travel, and all clothing and textiles sales, under draft rules.

Level 4 lockdown regulations will change
The government would in the coming days announce certain changes to Level 4 regulations to expand permitted business activities in the retail space and e-commerce and reduce restrictions on exercise, Ramaphosa said.

He added some of the lockdown regulations decided upon by the government have been unclear, some have been contradictory and some have been poorly explained.
Ramaphosa said implementation had sometimes been slow and enforcement had sometimes been inconsistent and too harsh.

KZN woman’s phone buzzing with calls after her number gets mistaken for Sassa R350 grant hotline

A Pietermaritzburg woman’s phone is burning up with social grant queries after her number was wrongly announced as the Sassa Covid-19 grant relief hotline.
A stressed-out Nonjabulo Ngcobo said at the weekend she discovered that her cellphone number had been published several times and announced by a national radio station as the SA Social Security Agency (Sassa) R350 social relief grant hotline.
Ngcobo, an attorney, said since Friday hundreds of WhatsApp SMSes are clogging up her phone, which is ringing non-stop. According to the Sassa Facebook page, the correct WhatsApp number for all queries related to the social relief is 082 046 8553.
“The first calls came in all at once on Friday. I asked where they got my number and they said from an Eastern Cape-based national radio station,” Ngcobo said.
‘One digit is different’

She called the radio station to ask why they were giving their listeners her contact number. “I hadn’t seen the Sassa number then. The radio station gave me the Sassa number and it is similar to mine. There is only one digit that is different, and people are not reading correctly,” Ngcobo said.
On Sunday, she said she started receiving calls from all over the country, with most callers wanting to know how they can register for the relief grant.
“Others are sending voice notes and personal information to me. A man from Jo’burg ended up swearing at me when I told him he had the wrong number.
“I try and be kind because I understand that people need the money and they are desperate. Even when I say that they have the wrong number, others still won’t see the difference in the numbers. It’s frustrating. I don’t know anything about Sassa.”
Ngcobo said she has now resorted to blocking all unknown incoming calls.
Buzzing
“My phone is buzzing every minute. I have an infant that I need to take care of and this is driving me up the wall. I can’t even take care of my baby.”
She said other callers have told her that the number is listed in pamphlets and posters that were handed out in their respective area.
“I think someone is giving people the wrong information. The one I saw on TV is correct and I don’t know how this is happening. This is too much,” Ngcobo said.

While she had thought about changing her cell phone, she said she can’t because she uses it for work purposes. “I’ve had this number for 10 years and I’m using it for a lot of things, I can’t change it,” she said.
On Monday, Sassa said it was ready to receive applications for the R350 distress social relief grant that was announced by President Cyril Ramaphosa.
Sassa chief executive Busisiwe Memela Khambula said unemployed individuals interested in applying for the Covid-19 social relief grant will only qualify if they do not receive other social grants provided by the government. Khambula said when the Sassa pilot project for the social relief grant was launched two weeks ago, of the 100 000 applications received, 50% were from people who already received some form of assistance from the government.
A total of 57 000 applicants were successful in the pilot stage. All Sassa offices were opened from Monday.

Do not drink home-brewed ‘Smirnoff Vodka’, police warn after KZN raid

Bottles labelled ‘Smirnoff Vodka’ were lined up to be filled with dangerous home-brewed alcohol in Dududu, KZN.
Police on Wednesday warned people who bought alcohol brewed at a home in Dududu, KwaZulu-Natal, to not drink the booze, saying it could have deadly consequences.
“We are appealing to anyone who may have purchased this concoction to refrain from drinking it as it may be toxic or fatal,” said police spokesperson Brig Vish Naidoo.
The “fake alcohol” was found when police from Pietermaritzburg reacted to reported suspicious activity at a homestead in the area.
“As they arrived, the suspects spotted the vehicles and fled the scene. Police officers found 20 cases of sealed fake alcohol labelled as ‘Smirnoff Vodka’ and hundreds of empty bottles that were about to be filled. There were also two drums of alcohol on the scene,” said Naidoo.
As the sale and distribution of alcohol during the coronavirus lockdown remains barred, scores of people have been found to be brewing their own booze.
Naidoo called on the public to report people who were involved in these home-brews for sale.
“We are further appealing to anyone who may have any information on the whereabouts of the suspects that were brewing this concoction to call us on 086 00 10111 or information may to communicated to us via MySAPSApp,” he said.
“All information will be treated with strictest confidence and callers may remain anonymous.”

President Cyril Ramaphosa chaired the national coronavirus command council meeting on Wednesday.
The national command council on Covid-19 was meeting on Wednesday, where it could make the anticipated announcement on relaxing the country’s national lockdown regulations to level 3.
The meeting, which is being chaired by President Cyril Ramaphosa, was expected to grapple with making the move to level 3, two weeks after moving to level 4.
Presidential spokesperson Khusela Diko said this morning that the command council would also be dealing with a report from health minister Dr Zweli Mkhize.

“The [council] is the co-ordinating structure of cabinet on the management of the national state of disaster. The governing party’s highest decision making body between congresses – the national executive committee – which met last week, has also mandated the subcommittee that deals with the economy to start penning a blueprint which will guide the government’s strategy in the months leading to a post-Covid economy.
Ramaphosa last addressed the country on April 23 when he announced the government’s risk- adjusted strategy, including the five levels akin to Eskom’s load-shedding schedules, which the government will use to determine restrictions based on the health system’s capacity to deal with the influx of infections.
At the time he said of level 3 that it “involves the easing of some restrictions, including on work and social activities, to address a high risk of transmission”.
Mkhize’s last report had the number of confirmed cases at 11,350, with the death toll at 206. The Western Cape has remained the epicentre, accounting for more than 50% of the country’s cases, with 6,105 infections.

The Department of Home Affairs (DHA) is developing a new policy which will introduce changes to South Africa’s marriage laws.
Presenting its annual performance plan to parliament, the DHA said that the policy will be gazetted for public consultation during the 2020/21 financial year, after which it will be submitted to cabinet for approval by 31 March 2021.
The department explained that the legislation which currently regulates marriages in South Africa has been developed without an overarching policy that is based on constitutional values (e.g. equality, nondiscrimination and human dignity) and an understanding of modern social dynamics.
This has led to the recognition of different marriage rituals without any harmonisation, it said.
“Despite all the changes that have been made in the marriage legislation post-1994, there are still serious gaps in the current legislation.
“For instance, the current legislation does not regulate some religious marriages such as the Hindu, Muslim and other customary marriages that are practised in some African or royal families.
“Given the diversity of the South Africa population it is virtually impossible to pass legislation governing every single religious or cultural marriage practice.

“It is against this background that the DHA is embarking in the process of developing a marriage policy that will lay a policy foundation for drafting a new single or omnibus legislation.”
