A report on the matter tabled before the executive committee proposed that monthly rental be discounted for all existing and new African traders allocated trading and storage space for a period of three consecutive years.
The proposal, however, came under fire from the DA, which said it bordered on exclusion based on race.
It said the proposal, like many other similar proposals the city had put forward, appeared to be motivated by the municipality wanting to be viewed favourably before the local government elections.
The DA added that the move would undermine businesses that would not benefit from the scheme.

It recently revealed a plan to lease buildings with the aim of giving Africans a foothold in the property market.
It said this was necessary as research on land ownership showed that while Africans made up the majority of the population, their participation in the property sector was small.
It also unveiled a proactive land release strategy whereby it will release unused parcels of land belonging to the municipality to help Africans play a meaningful role in the property sector.
The report on the market rental discount tabled before the executive committee yesterday states that in support of transformation goals, authority should be granted to the head of business support, tourism and markets to implement rental discounts.
It said that in the first year there would be a 50% discount, 40% in the second year, and 30% in the third year for all existing and new African traders who commenced occupying trading and storage stalls at the Durban Fresh Produce Market.
The report, however, did note that “upon deliberations, some members raised concerns, pointing out that the promotion of policies which elevate a particular race group is considered biased”.
It was also mentioned that the proposed approach “created imbalanced competition and drives a divisive culture”.
It said “some members referred to the economic imbalance of the past”, which makes it necessary for the municipality to make the necessary interventions in an attempt to bridge the economic gap.

DA councillor Nicole Graham said that while the party recognised the issue of economic imbalances, it was concerned that as the elections were getting closer, the city was proposing more and more racially-based economic proposals.
“We have seen this with the city’s land-release strategy, and we have seen this one with the (car) auction,” she said.
Graham said that the new proposal was unfair, “to say that we will give this business a 50% discount, and the next business is going to pay twice as much on rent on the basis of their skin colour is unfair and would put many people who have struggled to build their businesses, out of business”.
She said the city and the country needed to grow the economy, “so that there is no need to exclude others in order to include others”.

In response, ANC councillor Sipho Kaunda said the proposal was part of a solution to economic problems.
“I am glad that Graham recognises the problem, we in eThekwini recognise the problem and we are working to find a solution.”
He said the municipality was not just supporting Africans.
There were other proposals that would be put forward by the municipality that would benefit not just Africans, but also the Indian and the coloured communities, Kaunda said.

What is the SASSA SRD Grant?
Social relief of distress is a temporary provision of assistance intended for persons in such dire material need that they are unable to meet their or their families’ most basic needs.
Who can apply for R350 grant?
The qualifying criteria for the previous R350 grant is listed below:
South African Citizen, Permanent Resident, Refugee, Asylum seeker or citizens of Lesotho,
Angola and Zimbabwe who hold special permits registered on the Home Affairs database;
Residing within the borders of the Republic of South Africa;
Above the age of 18;
Unemployed;
Not receiving any social grant;
Not receiving unemployment insurance benefit and does not qualify to receive unemployment insurance benefit;
Not receiving a stipend from the National Student Financial Aid Scheme;
Not in receipt of any other government COVID-19 response support; and
Not a resident in a government funded or subsidized institution.
The qualifying criteria for the newly reinstated R350 grant will be released soon.

Schoenmaker touched in 1min 05.22sec — her slowest time in her three swims at these Games — to finish behind American teenager Lydia Jacoby in 1:04.95.
Defending champion Lilly King of the US was third in 1:05.54.
The South African is well primed to win two medals at this showpiece, going into the 200m breaststroke heats on Wednesday as the favourite.
But had Schoenmaker replicated the 1:04.82 Olympic record she had clocked in the heats on Sunday, she would have taken gold on Tuesday morning. Her 1:05.07 on Monday was the fastest time of the semifinals.
She was also the first to turn. “Coming back I was a little more tired, especially at the end, I was dying a little,” said Schoenmaker, adding she could see King on the one side, but not Jacoby on the other.
“At the end I saw she was ahead and I just knew like I’m so [tired] I can’t do this but I know I gave my best. I literally couldn’t give anything more.
“I‘m very happy. I was not ranked in medal position so walking out with a medal already is amazing,” said Schoenmaker, who went into this event seeded fourth. “I swam a [personal best] in the heats so I was already happy. I could have left it at that.”

Schoenmaker is the first SA woman to win a Games swimming medal since Penny Heyns at Sydney 2000.
She won’t be able to match her compatriot’s feat from Atlanta 1996 of being the only woman to win the breaststroke double at an Olympics.
But making the podium has ended a long drought for SA women’s swimming this millennium. No women qualified for Athens 2004 and Rio 2016 — Schoenmaker missed out five years ago by one-hundredth of a second.
Schoenmaker said her Olympic record in the heats had taken her by surprise. “I never expected that as a first swim, I just really felt comfortable.
“Obviously it was getting tougher each one, and I actually did think I would feel better this morning, but I was a bit tired, so I think the racing back to back and the way it’s laid out is very different, but we’re all experiencing the same so it was … who was the strongest at that moment in time.”
Schoenmaker said she hoped her success might give hope to South Africans back home. “I really hope this brings a little bit of hope for South Africa, we’re obviously going through a tough time at the moment so if that just shows us there is hope in South Africa …

The South African Graduate Employers Association (SAGEA) has published its list of the leading graduate employers for 2021.
Launched in 2010, the survey is conducted annually to help SAGEA members review the success of their graduate campaigns and help plan their future recruitment programmes.
The research took place between March to June 2021, attracting responses from 2,256 candidates.

“Each survey participant was asked to name up to two organisations whom they felt had the best graduate programme in specific sectors or industry groups with which they were familiar,” SAGEA said.
There were no lists of organisations to choose from and responses were entirely unprompted.
The group said that candidates were most likely to vote for specific organisations based on the programmes available, the training and development, the overall reputation of the organisation or the appeal of the brand.
Sector winners
In the accounting sector, PwC gained more than a third of the votes, while the ‘Big Four’ professional services firms gained more than three-quarters of the votes within this sector.
Commercial and retail banks attracted big interest, with Standard Bank receiving a quarter of the votes.
Sasol gained the most votes in both the chemical & pharmaceutical and engineering or industrial sectors, while Discovery was the top employer for both health and insurance.
Two organisations were the top employers in their sector for the first time this year: BCG within management consulting and the Auditor General in the public sector.

Govt Will Start From Scratch With R350 Grant Applications

Government will be starting from scratch with the new round of the Special Relief of Distress (SRD) grant, which is also known as the R350 grant. Keep reading to find out what this means.
Minister of Social Development, Lindiwe Zulu, said:
We are very excited about the President making that announcement … we cannot afford, as a nation, to have people who are continuously hungry, the number of people in the movies, the number of people who are unemployed, who are in distress in general.
Applications are not yet open for the grant but when they are, they will then be open until March 2022.

As for how the reinstatement of the grant will work is that new applications as well as reapplications will be opened for those interested in the grant. This means that those who qualified before for the grant will have to apply again.
Previously, SASSA had to go in and check every month whether existing SRD grant beneficiaries still qualify for the grant. Now, as Zulu says, they’ll be starting from scratch and that they’ve got their systems in place.
SASSA wants to make sure that their systems are capable for applications to open smoothly and keep fraudsters out as Zulu says:
We want to make sure that we don’t find ourselves in the same situation as before and it is for that reason, that right not behind the scenes, we’re looking at how can we tighten the access.
“We need to be accountable. We need to be responsible for the monies that go out,” said the Minister.

Unemployed caregivers who currently receive the child support grant will also be able to apply for the grant this time around as Government realised that caregivers and mothers need the money more and rely on the child support grant. This means that the R350 will be added to their existing grant.
Research has shown that this R350 grant is a positive response to the needs of South African citizens, especially for those who are suffering due to the pandemic.
Zulu says that her department wants more people to be self-sufficient and independent. 7 million people benefitted from the grant before it was previously terminated.
SASSA also has other social relief of distress measures in place such as the distribution of food vouchers for times of disasters and crises. This is separate from the R350 grant.

Basic Income Grant
Questions have also arisen about whether this grant extension will replace the basic income grant or whether the basic income grant will replace it. Zulu then explains it:
It is a stepping stone and you will recall that the President did mention it, the issue of the basic income grant and the fact that government is taking a serious look into it.
The Minister said that they brought discussions about implementing the grant to the table by asking what would happen after the R350 grant.

The Social Relief of Distress Grant (SRD) will be reinstated until March 2022, President Cyril Ramaphosa announced on Sunday.
The grant of R350, administered by the South African Social Security Agency (Sassa), will also be extended to unemployed caregivers who currently receive child support grants.
Previously, anyone who received support from the state was ineligible for SRD payments

After more than R16 billion was paid to approximately 6.5 million monthly SRD recipients since May last year, the SRD expired in January 2021.
Ramaphosa says that a “slight improvement in revenue collection” will be used to fund the return of the SRD.
In April, the South African Revenue Service said that its preliminary figures showed that total net revenue collection for the year ended March 2021 was R1.25 trillion – which was R38 billion more than estimated in the February budget.

Details on the reinstatement of the grant, including the process for application, will be announced shortly, Ramaphosa added.
“This will build on the strength of our existing social protection system, which is one of the greatest achievements of our democracy,” the president said.
“No country can expect its economy to grow, or to live in peace and harmony, while many of its citizens remain marginalised, hungry and excluded.”

President Cyril Ramaphosa addressed the nation on Sunday evening and announced that South Africa would move from adjusted Alert Level 4 to Alert Level 3 A host of new measures have come into place as the restrictions are relaxed, the curfew will stay in place Alcohol will be allowed to be sold once again and bars and restaurants will be able to trade again.
He began his speech by reflecting on the last week and what the government aims to achieve. He briefly touched upon the violent protests that rocked the country. He said the measures put in place and the adherence to these restrictions by South Africans has resulted in a drop in new Covid-19 infections. President Cyril Ramaphosa announced that South Africa would move to Alert Level 3.
From the 1st of September people between the ages of 18 -34 would be allowed to be vaccinated. Everyone over the age 35 is now eligible for the vaccine.
