ANALYSIS | Communications confusion: Is govt’s lockdown policy, planning coming apart at the seams?

Ramaphosa, in delivering seven national addresses since the start of the lockdown, hasn’t faced one press conference – not one – where he can be asked to explain and clarify and expand on the myriad issues in the public domain, writes Pieter du Toit.

Over the past 48 hours it seems as if government’s policy and planning strategy in easing the lockdown has started coming apart.

On Sunday night the president announced that the whole country will on 1 June be moved from level four on the risk-adjusted lockdown strategy to level three, with a “differentiated” approach to be followed in future.

That was followed by announcements that the customary unpacking of regulations by the relevant ministers – including local governance minister Nkosazana Dlamini-Zuma – would happen on Tuesday in two separate briefings.

But then it started to unravel.

First, on Tuesday morning, the briefings – where Dlamini-Zuma would no doubt have been queried on the continued hard-line on the sale of cigarettes – was postponed to the following day, Wednesday.

This was done without any reasons provided by government communicators.

Appearing in Parliament later Tuesday, Health Minister Zweli Mkhize told MPs that hotspots – districts, areas, metros – could well remain at level four, with the metric used to determine its status being infections of more than five per 100 000 people.

This immediately ruled out the country’s major metropolitan areas – and the heartbeat of a weak economy – from moving to level three, with all the accompanying limits and constraints on South Africans who were expecting to return to school and work.

This fact was pointedly not mentioned by Ramaphosa during his Sunday night address, which immediately drew comparison with his earlier announcement about the resumption of cigarette sales, which was later overturned.

On Tuesday night President Cyril Ramaphosa announced that churches, mosques and places of religious worship will reopen under certain conditions, chief of which is that gatherings are limited to 50 people or fewer.

Exactly like funerals, which have been allowed from the get-go.

And on Wednesday morning, a day after the National Institute of Communicable Diseases (NICD) logged a significant decrease in testing, the briefings which are supposed to outline the detail of life at level three (or is it level four?) was postponed without any indication when it might happen.

We now have no indication or clarity which areas will remain at level four and which will move to level three, nor is there any scientific explanation why places of worship have been exempted from the strict rules preventing mass gatherings which are supposed to prevent the rapid spread of a deadly disease.

At lunchtime on Wednesday, Mkhize released a statement about his statement in Parliament, claiming what he said is in total agreement with what the president said, and blamed an “old slide” for the confusion.

But there were not one, but two, slides in the presentation saying that hotspots will remain at level four. And if it was just an “old slide” why not correct it during the presentation and prevent further confusion?

Government, and the president, is not doing enough to clearly, accurately and robustly communicate its strategy to the public.

It has, from the very beginning, been reluctant to share data, with the message being informally communicated that the public cannot be trusted with information and, worryingly, that it doesn’t want to sow panic when the true nature of our situation becomes known.

How will schools and business function at the level four-level three juncture?

How do the metrics fit into the differentiated approach? And on what scientific basis are churches allowed to operate but family gatherings are still outlawed? There are no answers.

It took many formal requests, WhatsApp messages, emails, phone calls, grovelling and threats before South Africans were given insight into the modelling and projections prepared for government, and only after academics like Professor Glenda Gray went out on a limb to criticise the authorities and the “unscientific” and “nonsensical” phasing out of the lockdown.

If it wasn’t for Gray, the models, as fluid and as uncertain as they are, would probably never have been shared with journalists. And we would never have understood a sliver of data that the president and his colleagues base their decisions on.

But government’s unresponsiveness has been across the board and naggingly consistent.

The ministries and departments of health and economic development are woeful in their communications (spokespeople for the latter never respoond); the presidency reacts when it feels like it (often not at all); the National Health Laboratory Service (NHLS) doesn’t acknowledge detailed queries, while the NICD is so overwhelmed it often has no clue as to how to deal with requests for information.

Ramaphosa, in delivering seven national addresses since the start of the lockdown, hasn’t faced one press conference – not one – where he can be asked to explain and clarify and expand on the myriad issues in the public domain.

Communications from the president is one-way. He can never be challenged, questioned or queried.

Instead we see the president saying one thing, his ministers often something else, and the rest of South Africa wondering what’s actually going on.

Sassa has asked recipients who have not received their R350 grant payment for May to wait a little longer.

The SA Social Security Agency (Sassa) has asked recipients who have not received their R350 Covid-19 relief grant payment for May to wait a little longer.

This comes after frustrated recipients questioned the agency on why it issued a payment schedule for its other grants in June, instead of first addressing the burning issue of payments for this month.

The R350 social relief grant is meant for unemployed citizens and qualifying foreign citizens during the lockdown.

Addressing the issue, Sassa told those who have not received payments that they may have to wait a little longer.

The agency apologised for the delays, saying that not all payments went through the same day, but they will go through at some point this month.

“Payments were made from May 15, meaning not all payments will go through today but certainly this month.

“If you have gone through the application process, please wait for a response from Sassa. It takes a bit of time but you will be contacted. We will revert back to you whether your application is successful or not.”

Teachers at 2 more Western Cape schools test positive for Covid-19

Four schools in the Western Cape have recorded Covid-19 positive cases among returning teachers, Education MEC Debbie Schäfer has said.

They are The Hague Primary School in Delft, Parkvale Primary School in Valhalla Park, Kasselsvlei and Wallacedene Primary School.

“It seems that they [the teachers] came to school with the infection,” Schäfer said in the interview with illovuonline news. “… Not that they picked it up at school.”

Illovuonline news reported earlier this week on the cases at The Hague and Parkvale primaries.

Sinethemba High School in Delft was reportedly the fifth school to record a new case, according to IOL.

However, Western Cape education department spokesperson Bronagh Hammond said it was waiting for confirmation if the school was affected.

The department said it could not confirm an IOL report on Wednesday that as many as 12 schools have been affected.

Meanwhile, teachers returned to schools on Monday to prepare for the return of grades 7 and 12 and to receive personal protective equipment (PPE) from the education department.

In KwaZulu-Natal, however, teachers did not return on Monday due to PPE delivery delays. They are expected to return on Thursday.

In a statement on Wednesday, Schäfer though said that she was impressed with the preparation of some other schools, after a surprise visit to three schools in the region.

They were Westlake Primary School, Hillwood Primary School, and Intsebenziswano Secondary School.

“I was extremely impressed with what I saw. Whilst there is anxiety, the teachers were there preparing the classrooms, preparing the school, ensuring that the desks and chairs are spaced 1.5m apart from each other,” she said.

“At two of the schools the teachers were engaged in workshopping the documents that we had sent out as the Department, to ensure that they understood them, ask questions and think through how they were going to put them into operation. And I really want to thank the leadership of those schools for their proactive attitude, and for really stepping up and leading in a difficult environment.”

Health minister Zweli Mkhize says people are free to take the traditional medicine umhlonyane, but there is no evidence to suggest it can help against Covid-19.

Health minister Zweli Mkhize has reacted to the use of umhlonyane to defeat flu, saying indeed this was true as he also grew up drinking it. However, he cautioned against beliefs that the plant known as artemisia could cure Covid-19.

The popularity of umhlonyane has risen to prominence during the Covid-19 outbreak after claims emanating from Madagascar that the plant can defeat the coronavirus.

In South Africa, following the reports from the Island, debate has been raging on social media about umhlonyane. The first high-profile South African to back it was Saftu general secretary Zwelinzima Vavi, who had contracted coronavirus and revealed that umhlonyane was among the remedies that helped him recover.

UDM MP Nqabayomzi Kwankwa took it to parliament by posing the question about umhlonyane and Covid-19 to Mkhize.

The health minister, answering Kwankwa during a virtual national assembly question and answer session, said while there was no scientific evidence to back up the claims, people who want to consume umhlonyane are not prohibited from doing so.

“Umhlonyane is an old African herb which we grew up consuming. Even I, growing up, I never went to hospital. I would just drink umhlonyane to deal with fever and flu,” said Mkhize – to random shouts of “Viva umhlonyane!” from some MPs.

“Therefore no one can dispute the fact that umhlonyane has healing abilities when one has flu – but whether or not it can defeat coronavirus, we really do not have evidence in this regard,” Mkhize went on.

“But we cannot stand in the way of people who want to drink umhlonyane or any other traditional herbs if they have knowledge that it has helped them before.

“All I can say is that many people who have contracted Covid-19 are asymptomatic and then you find others who did not necessarily get infected with coronavirus praising umhlonyane because they consume it.

“We cannot argue forever whether or not umhlonyane works, but we are ready to conduct scientific tests on it. This is the same kindness we extended to the people of Madagascar.

“Whoever want to drink umhlonyane, you are welcome to do so – but we have no evidence on it as it relates to Covid-19.”

Xia Bao escorted his owner to the hospital in February after the pensioner contracted Covid-19 – The loyal dog stayed at the hospital’s lobby waiting for his owner to walk out and take him home – Sadly, Xiao’s owner died five days after he was admitted. But the dog remained in the lobby for three months.

A seven-year-old dog that belonged to a dead Covid-19 patient who waited for his owner to leave the hospital for three months, now lives in a dog shelter.

Illovuonline news learned that the dog went with its elderly owner to Taikang Hospital located in Wuhan when he contracted the deadly disease in February. Five days after being rushed to the hospital, the loyal dog’s best friend died but the loyal dog had no idea, Daily Mail reported.

A shopkeeper fed it and took care of it.

The loyal dog never gave up on its owner.

Staff at the hospital did not chase him away and took turns to feed him and look after him. Months later when the lockdown in the city was lifted, a shopkeeper working within the hospital took it upon herself to watch over Xiao. “I first noticed the little dog when I returned to work in the middle of April. I called him Xiao Bao.” She later learned Xiao’s owner was a pensioner who lost the battle against Covid-19 in February. Each morning the store owner went to work in the morning, the excited dog would welcome her and even bid her farewell in the evening.

Wu said anytime she tried to ferry the dog away from the hospital, it would always find its way back to the hospital. The dog had to be taken away eventually when patients started complaining of its presence whenever they went to get treated.

Lauren Neilson, a fourth-year speech and language pathology student, began making lip-reading masks when she realised how hard it was to communicate with deaf people when wearing a conventional mask.

A Cape Town occupational therapist who turned her love of sewing into a self-run business, and a Durban entrepreneurial speech therapy student are unmasking lips to help deaf people communicate amid the Covid-19 pandemic in SA.

Based on opposite sides of the country, Rowan Banks and Lauren Neilson do not know each other, but have both come up with an ideal solution – a mask with a sealed, transparent thick plastic communication window – to help people to lip-read.

Between them, the pair have already received more than 100 orders within a week of announcing that that such a mask is available in SA.

“When we all had to start wearing masks my cousin, Megan, mentioned to me how hard it was for her to hear what people were saying as she couldn’t see their lips moving. She asked me if it would be possible to make a mask with a see-through window — mainly to create awareness for the deaf and hard of hearing,” said 23-year-old Banks.

Banks and her cousin Megan Young, who was born with Waardenburg syndrome, which causes partial hearing loss, then looked for patterns online.

“I tried a few out, made some adaptations, and created a mask. We decided to post it on social media last week. From there it’s been shared all over the country, and since then I have received just over 80 mask orders,” Banks explained.

The mask does mist up quickly, Banks said.

“We’ve found that rubbing dishwashing liquid stops it from misting up for about 30 to 45 minutes, but it’s not necessarily a mask you want to be wearing non-stop for the whole day. Masks with see-through windows have received a lot of criticism for this, but for us it is really about providing another option for people with hearing loss. It’s about making it possible for deaf family members and friends to communicate with each other when in public.

“Teachers and health professionals have also been really excited about these, as smiles and facial expressions are so important in conveying meaning and love to their students and patients,” she explained.

Young said she was happy that her cousin was able to provide an option that made communication for the deaf accessible.

“Nothing means more to a person who is hard of hearing than when someone looks directly at them while speaking, if they speak slightly slower, makes sure there is not too much background noise and when people don’t all speak at the same time – and of course not having to wear a mask at all. But during these challenging times I have found this to be better than nothing and suitable for the short visit or walk.”

OPINION

Neilson, a fourth-year speech and language pathology student, came up with the idea when thinking about how she, along with clinicians in the fields of speech and hearing, would effectively conduct speech therapy sessions, and communicate with patients who rely on lip-reading.

“Word has spread through my marketing efforts and I have gained an enormous amount of support from my lecturers, fellow clinicians and other health-care professionals, as well as the South African Speech-Language-Hearing Association (SASLHA). I have solely handmade masks and have orders for 25 since inception just one week ago and am presently negotiating to supply 100 masks to a school for the hearing-impaired.”

Deaf Federation of SA national director Bruno Druchen explained that if mouths are covered, the hard of hearing are unable to communicate effectively.

“When in a store and people are using a mask, we are not sure that they are trying to communicate with us because we can’t see that their mouths are moving because we can’t hear them. Many deaf people rely on facial expressions for communication. Some will read lips. The mouth has movements that helps deaf people to understand the tone that hearing people are presenting,” he said.

Druchen added that masks also hide emotion.

“Hearing people can hear a friendly voice greeting them behind the mask. For the deaf, many look so angry behind the masks.”

Khaya Mthethwa and Anele Mdoda have expressed their opinions on the reopening of churches under Level 3 lockdown and neither of them support it –

The two celebs took to social media to express their dissatisfaction at government’s announcement that congregational worship would be allowed from 1 June – President Cyril Ramaphosa made the announcement on Tuesday night after consultation with spiritual leaders and assurances that sanitation procedures would be adhered to.

Gospel singer and pastor Khaya Mthethwa and media personality Anele Mdoda are not okay with the fact that government is allowing churches to reopen when Mzansi moves to Level 3 lockdown on 1 June. The two stars took to social media to voice their concerns immediately after President Cyril Ramaphosa made the announcement on Tuesday night. Judging by their reactions, they are definitely against the decision by government.

Khaya believes that the resolution is irresponsible. “I’m a church boy but this is irresponsible.” When a fan asked Khaya to give Ramaphosa a break as he was “trying his best” to lead a democratic country, Khaya replied: “I’m not attacking his leadership… I respect him… This is my personal opinion in a democratic country.” Anele did not mince her words when she said the decision “made no sense”. “I don’t attend church but I could now, to see the family I have not seen in 70 days?

The government has had my full support until now. It makes no sense and I’m not saying it’s unfair to restaurants and smokers. I am saying this here, not being compared to anything, makes no sense.” The stunner even asked government to reconsider this resolve. “How many services could I attend in one week? Who will police that? It is a bad idea. Sorry to the pastors who follow me. I can’t get behind this at all. @PresidencyZA please reconsider.”

Anele added that a pandemic was not meant to be comfortable. “I support a retraction like the cigarette one. 50 a service and the ones that didn’t get in? What is the communication saying who is in and who is out? Guys a pandemic is not meant to be comfortable!!! Church is not the spiritual part of your faith.

Please reconsider this.” Illovuonline news reported that Ramaphosa said recognised places of worship may resume services but congregations must be limited to 50 people.

Boity’s music career has just received a major boost – The Bakae hitmaker has signed a huge deal with Def Jam Africa –

The star said she is looking forward to her new venture with the renowned record label.

Boity Thulo is looking forward to her new venture with Def Jam Africa. The rapper recently signed with the world renowned record label. The star has taken to social media to speak about her new deal for the first time since she signed with Def Jam.

Boity said she took a chance when she ventured into music in 2018 and she is glad that it’s now paying off. “I didn’t know how much this music journey had in store for me! Cheers to taking that leap of faith! I look forward to this new venture with Def Jam Africa and the incredible opportunities it will bring!” The reality TV star has only dropped two songs titled Bakae and Wuz Dat – which was her debut single.

She has also been featured in a couple of songs by SA musos.

The stunner’s excited fans have congratulated her on social media.

The stunner’s lit reality TV show Boity: Own Your Throne Season 1 came to an end last month. Illovuonline news reported when Nasty C signed with Def Jam Records, he was the first South African rapper to do so.
